What Is a Level 2 Electrician in NSW — And When Do You Need One?

If you've been told you need a "Level 2 electrician" and you're not sure what that means or why your regular sparky can't handle it, you're not alone. It's one of the most common questions we get from homeowners and businesses across Tamworth and the North West. The short answer: a Level 2 electrician holds a separate, specialized accreditation that allows them to work on the part of your electrical supply between the street network and your property — work that a standard licensed electrician simply isn't authorized to touch.

Here's what you need to know.


What "Level 2" Actually Means in NSW

"Level 2" is not a skill grade. It's a specific accreditation under the NSW Accredited Service Provider (ASP) Scheme, administered by the NSW Department of Climate Change, Energy, the Environment and Water. The scheme has three levels, each covering different types of network work:

  • Level 1 — Construction or augmentation of electricity distribution network assets (poles and wires).

  • Level 2 — Construction or alteration of service lines between the distribution network and the point of connection at your property, including energizing new or altered connections.

  • Level 3 — Design of electricity distribution network assets.

For the vast majority of property owners, Level 2 is the one that matters. A Level 2 ASP is authorized to install, repair, and maintain the overhead and underground service lines, metering systems, and network connection points that sit between the street grid and your meter box.

The key dividing line is your meter. Everything from the switchboard inward is standard licensed electrician territory. Everything from the meter back toward the street — including service lines, the point of attachment, private poles, and network connection equipment — falls under Level 2 ASP authority.


Why a Standard Electrician Can't Do This Work

A standard licensed electrician in NSW holds an electrical contractor's license and can carry out a huge range of domestic, commercial, and industrial work. What they cannot do is work on the network side of your supply. That requires additional training, a separate application for ASP accreditation, and — critically — individual authorization from your local Distribution Network Service Provider (DNSP).

In the Tamworth region and across most of country NSW, that network is operated by Essential Energy. Before a Level 2 ASP can legally carry out contestable work on the Essential Energy network, individual workers must be separately authorized by Essential Energy in addition to holding their company accreditation under the NSW ASP Scheme. It's a two-step credentialling process — and it exists because this work carries real risk.

A Level 2 ASP company must also carry a minimum $10 million public liability policy, with the electricity distributor listed as an Interested Party. That's a significantly higher insurance obligation than a standard electrical license requires, and it reflects the complexity and risk of working directly on live network infrastructure.


When Do You Need a Level 2 Electrician in NSW?

Most standard electrical jobs — new power points, lighting, switchboard work inside the property, air conditioning, solar installation on your roof — are handled by a licensed electrician. You need a Level 2 ASP for work that involves the network side of your supply. Common situations include:

New property connections. If you're building a new home, shed, or commercial premises and need to connect to the Essential Energy grid for the first time — overhead or underground — that connection work requires a Level 2 ASP.

Upgrading from single-phase to three-phase power. When your property needs more power capacity and the upgrade involves the service mains running from the network to your meter, a Level 2 ASP must carry out and certify that work.

Meter upgrades and new metering installations. Installing a new meter, replacing an old one, or upgrading your metering to support solar export to the grid all require a Level 2 accreditation. Only a Level 2 ASP can connect a solar inverter to the network via a gross or net metering device.

Overhead and underground service line work. If your overhead service lines are damaged, need relocating, or require replacement, this is Level 2 territory. The same applies to underground mains between the street and your point of connection.

Private power pole installation or replacement. Replacing a damaged or ageing private pole — the pole on your property that carries the service line — requires a Level 2 ASP.

Electrical defect notices. If you've received a defect notice from Essential Energy, it means your connection to the network doesn't comply with current safety or network standards. Only a Level 2 ASP can carry out the rectification work and have your supply restored.

Temporary builders supply. Construction projects that need a temporary power connection while building work is underway require Level 2 ASP involvement to establish that supply safely and legally.

Disconnection for demolition or renovation. If your property needs to be disconnected from the network before demolition or major works, a Level 2 ASP must carry out that disconnection.


What Level 2 Classes Cover

Level 2 ASP accreditation in NSW is divided into classes, each covering specific types of network work:

  • Class 2A — Overhead service line installation, connection, and disconnection

  • Class 2B — Underground service line installation, connection, and disconnection

  • Class 2C — Metering installation and associated work

  • Class 2D — Disconnection and reconnection only

A fully accredited Level 2 ASP may hold accreditation across multiple classes, allowing them to handle the full scope of service work from a new overhead connection through to metering and reconnection.


What to Check Before Hiring a Level 2 Electrician in Tamworth

Not every electrician who advertises "Level 2 work" will be authorized to carry out that work on the Essential Energy network that covers Tamworth and the North West. Before committing, confirm:

  • The company holds current ASP accreditation under the NSW ASP Scheme (not just a standard electrical license)

  • Individual workers are authorized by Essential Energy, not just Ausgrid or Endeavour Energy (which cover Sydney, not regional NSW)

  • The company holds appropriate public liability insurance with the distributor listed as an Interested Party

  • They can provide a Certificate of Compliance for Electrical Work (CCEW) on completion
